Recommendation: Address inconsistencies in the intervention logic to enable the changes at Outcome level to be reflected consistently through the logical frame, i.e., outcomes, outputs and indicators level through revision of the Results Matrix. Engage IPs to leverage knowledge and expertise within the UNJPGE.
Management Response: The results matrix (intervention logic) shall be reviewed and revised as necessary by members of the Reference Group (RG). The review shall be an integral component to and a deliverable of a Results Based Management (RBM) training (July 2013) and subsequent review and validation meetings led by the M&E officer of the UN WOMEN Country office.

Management Response: In the interest of ensuring programme efficiency, UN Women can make the call to re-allocate programme funds to other agencies (within the output) to accelerate implementation (without undermining the quality of services. This would require an internal agreement from the affected agencies).

Recommendation: Continue engagement of decision makers in key institutions and training on gender mainstreaming to support the technocrats who are working in the institutions to bring change on gender.

Related activities are included as part of the Annual Work Plan (AWP)for MGLSD MGLSD 2013/09 Completed MGLSD organized and continues to hold meetings with Gender Focal Points from relevant Ministries Departments and Agencies (MDAs to develop gender strategic action plans upon which the ministry will base to provide technical support to the sectors. The action plans will also be used as tools to monitor progress. &#9679;Further technical support to the Gender Focal Points has been provided through facilitating the Gender focal points to attend short courses in gender mainstreaming, gender equality concepts and instruments in Turin Italy.
Recommendation: Address resourcing and capacity needs of local government institutions through creating linkages between UNJPGE initiatives at central and district levels and leverage other UNJPGEs with resources targeted at local government.

Disbursement of funds to the ten local governments (LGs)and ongoing training for LG staff MGLSD 2013/09 Completed 20 Million Ugandan Shillings were disbursed to each of the 10 districts of the UNJPGE upon the signing of the Memorandum of Understanding between MGLSD and each of the ten districts to enable the implementation of gender mainstreaming activities in the 10 districts. Districts included: Gulu, Kitgum, Lira, Moroto, Nebbi, Kaabong, Kween, Pallisa, Mbarara and Masaka. An impact study report on utilization of these funds has been finalized and shared
Recommendation: Develop clear action points to expedite operations of the GBV Shelters, reduce the barriers that hinder reporting of GBV and rape cases, facilitate referral systems at community levels and policy advocacy on the use of PF3 to allow other professionals such as mid wives to examine cases and address capacity of JLOS institutions.

The key action points to be agreed upon during the Bi-annual review of the UNJPGE scheduled for August 2013 MGLSD 2013/09 Completed Guidelines for GBV shelters were developed jointly by UNFPA and MGLSD and 5000 copies were printed and disseminated to all stakeholders. GBV referral pathways have been developed. GBV shelters have been launched and they are now operational ? Masaka, Mbarara and Moroto. Capacity building on the revised Police Form 3 is ongoing for Police Officers, Magistrates and Health workers. 250 Health workers have been trained in Sexual Gender Based Violence case management
Recommendation: Develop a UNJPGE communication strategy to guide messaging on over-arching goals of the UNJPGE and their contribution to the overall picture for all stakeholders at central and district level, guide GRB advocacy, donor communication for funding of components that have resulted from UNJPGE but lack funding, e.g. gender audit findings, and to raise awareness for potential future initiatives beyond the funding period.
Management Response: UN Women will develop a Communications Strategy for the JPGE to strengthen gender equality advocacy and public awareness raising on the programme.
