4.1: UN Women Nepal's draft framework of support for 2014-17 prioritizes women's economic empowerment with the following outcome and outputs: Outcome 2.1 Government of Nepal develops and implements policies to advance women's economic empowerment and sustainable development. The partnership with MoLE will be expanded to support the finalisation and implementation of the National Action Plan (NAP) on foreign employment. Synergy and partnership between Ministry of Federal Affairs and Local Development (MoFALD) and MOLE will be institutionalised within the NAP and orientation on the handbook will be included as part of NAP implementation. Synergy and partnerships between MoF, Central Bank, financial institutions and MoLE will also be included in the NAP. UN Women is supporting MoLE to draft the National Reintegration Programme Guidelines and will advocate for the inclusion of financial schemes for migrant workers. UN Women will partner with the private sector to promote the Women's Empowerment Principles. WEE Unit 2017/12 Completed The proposed amendment to the Foreign Employment Act incorporates a gender perspective. UN Women provided technical reviews of the proposed amendment and developed recommendations in 2016. Recommendations were submitted to the MOLE through the Kathmandu Migration group in 2017. The amendment, if approved, will ensure that foreign employment will be managed from the perspective of migrant workers’ rights and accord special consideration to issues of women migrant workers. This result requires that continuous policy advocacy is taken by gender champions to ensure final adoption by Parliament. While the provision of the support (follow-up actions) was completed in 2017, the Parliament’s endorsement of the amendment is still pending as of December 2018.
Recommendation: 5: Strengthen the network of WMWs to enhance their voice and agency (including the entrepreneurs' group among returnee WMWs) and prioritise the reintegration programme to generate income and livelihoods for sustainable development.Include migration as a cross cutting issue in future programming on rural women's economic empowerment.

5.1: UN Women Nepal's draft framework of support for 2014-17 prioritizes women's economic empowerment and this recommendation will be addressed through the following outputs: Output 2.1.2 Networks of excluded women (rural women farmers, conflicted affected women and returnee women migrant workers) have skills for livelihood generation Output 2.1.3 Networks of excluded women (rural women farmers, conflicted affected, trafficked survivors, returnee migrant workers, home base workers, HIV positive women) have voice and agency to influence local and national decision making processes for sustainable development. WEE Unit 2017/12 Completed A partnership with a consortium of six networks of excluded women was initiated in 2016 to enhance leadership capacity of excluded women to participate/represent in local-level decision-making processes. In the context of the new federal and local governance structures which were adopted in 2017, the partnership with the consortium was extended until September 2018 to provide the necessary follow-up support. The partnership was successfully completed with 180 local women leaders from six networks of excluded women. Moreover, UN Women Nepal also supported the vocational skills and entrepreneurship development and income generation with 2,000 selected excluded women, in partnership with the Vocational Skills Development Training by February 2018.
5.2: UN Women in coordination with three other UN agencies (FAO, WFP and IFAD) has developed a joint programme on the Economic Empowerment of Rural Women where migration is included as a cross cutting issue. (Output 3.1 Institutional capacity and networks of rural women strengthened to take on leadership and decision-making opportunities) A proposal with IOM to address the economic empowerment and rehabilitation of returnee migrant women workers and trafficked survivors has been developed. (Output 3.1 Networks of women migrant workers and survivors of trafficking strengthened to influence national policy dialogue) WEE Unit 2017/12 Ongoing As of December 2018, UN Women implements the following two joint initiatives with other UN agencies to integrate specific issues which underline labour migration of Nepali women, in its women’s economic empowerment interventions: 1) UN Women in coordination with other three UN JP (FAO, IFAD and WFP) partners initiated the implementation of the Rural Women’s Economic Empowerment joint programme to pilot the Agricultural Development Strategy in 2015. With the additional fund allocation by a donor (Multi-Partner Trust Fund for RWEE), the joint programme was extended until September 2019. 2) A joint project with IOM which targeted to support economic reintegration of WMWs and survivors of trafficking, was extended until October 2019.

6.1: UN Women Nepal's draft framework of support for 2014-17 prioritizes women's economic empowerment and the proposed recommendation will be addressed by the following output: Output 2.1.4 Evidence base for policy advocacy on women's economic empowerment and rights available (efforts under this output will include a comprehensive media campaign) WEE Unit 2017/12 Completed A comprehensive and action-oriented advocacy campaign which was launched in January 2018, for transformative changes in social norms. All campaign activities have completed by the end of 2018, raising awareness against gender-based discrimination and promote women's leadership in economic activities in households, communities and the labour market. One of the main subjects to be covered by the campaign is the nexus between human trafficking and labour migration to raise awareness about issues of human trafficking and unsafe migration.
6.2: UN Women and IOM have developed a proposal to address the economic empowerment and rehabilitation of returnee migrant women workers and trafficked survivors. The proposal includes a comprehensive media component (Output 1.2 Public awareness campaigns to challenge gender based discriminations and stereotypes attached to female identity mobilizing partners, young people and community leaders implemented in project districts) WEE Unit 2017/12 Completed UN Women along with IOM submitted a proposal to development partners that includes a component on public awareness campaigns. 7.1: UN Women and IOM have developed a proposal to address the economic empowerment and re-integration of returnee migrant women workers and trafficked survivors. The proposal is to be implemented in close collaboration with MoWCSW and MoLE. 8.1: The Nepal office prioritizes monitoring and evaluation. The establishment of baselines and systematic tracking of progress on indicators will be prioritized and performance monitoring frameworks (PMF) will be developed for all projects in consultation with partners. The office has developed a monitoring, evaluation and research (MER) plan for its work for the period 2014-17. The office will continue with systematic efforts initiated in 2012 to strengthen its own capacities on results based management and reporting. The research examines the interplay between and among pre-migration and post-return contextual factors, migration conditions abroad, and the circumstances of return to understand how they impact the reintegration process of returnee women migrant workers (RWMWs) into Nepal’s labour market. The research report is being reviewed and a publishable manuscript of its summary report has been developed by NCO with the support of an independent reviewer/editor. The manuscript is under validation of the research team, after which it will be published and disseminated to strategic stakeholders by NCO.
9.2: UN Women in collaboration with three other UN agencies (FAO, WFP and IFAD) has developed a joint programme on the Economic Empowerment of Rural Women. WEE Unit 2017/12 Completed Three desk reviews were completed in 2016 under the joint programme with FAO, IFAD and WFP. UN Women, in coordination with the Nepal Agricultural Research Council (NARC) and MoAD, conducted three desk reviews on “workload distribution between men and women in the agriculture sector”, “women’s role in decision making in the farm operations” and “drudgery reduction for women in the agriculture sector”. Key findings of the desk reviews were shared with the relevant government officials, development partners and stakeholders in November 2016.
