Recommendation: It is recommended that future projects ensure the voices of beneficiaries are heard within the design of the programme by conducting needs assessments and community consultation into the design and implementation modality.
Management Response: The three participating agencies recognize the importance of the participation of beneficiaries in the design process of the programme. While this may have been limited in the first and second phases of the programme, the feedback generated from beneficiaries in those two phases have shaped the design of the third phase.

Therefore, the key actions in response to this recommendation will be towards enhancing coordination efforts aim to improve referrals between different organizations, to avoid duplication of efforts.
