The final evaluation of the Project ‘Promoting Rural Women Food Security in Jordan’ provided highly instrumental findings, lessons learned, conclusions and recommendations for UN Women Jordan country future programming. The evaluation found that a) UN Women should continue to focus on interventions that provide spaces for vulnerable Jordanian and Syrian women to engage in order to facilitate social cohesion between them, b) UN Women should conduct regular assessments to evaluate effectiveness of UN Women’s focal points at ministries, UN Women agrees with all suggestions and in the response details actions that will be taken to implement these recommendations.

Recommendation: More inclusive measures are needed in future projects that include male beneficiaries. This could be carried out through various awareness raising and advocacy activities that specifically target men. These activities could target youth and adolescents in schools as well as young men in secondary and tertiary education. Activities could include advocacy campaigns that promote women as leaders in the agricultural sector and break gender stereotypes (High priority).
Management Response: UN Women expanded their work when it comes to engaging men and boys. Whether through direct engagement with activities, building on the experiences and lessons learned with the partner ARDD in the camps, or He4She campaign, engaging men to achieve gender equality and to reduce gender based violence is adopted and encouraged.

In November 2017, the second phase of the youth-led and volunteer-based HeforShe campaign was launched in Jordan. Approximately 12,849 USD were allocated in 2017 to support the movement and engage youth volunteers in advocacy initiatives on occasions such as the 16 Days of Activism against Gender-Based Violence, including in rural areas and in refugee camp settings. Additional 9,400 USD were invested in 2018 to build their capacity to effectively engage men and boys in the discourse on gender equality and women’s empowerment.
Recommendation: Continue to focus on interventions that provide spaces for vulnerable Jordanian and Syrian women to engage in order to facilitate social cohesion between them. This could be done through joint income generating projects such as cooperatives, or farming ventures that include both Jordanian and Syrian women (High priority).
Management Response: UN Women supported projects that engage both Syrians and Jordanians whether for protection services or WEE opportunities, or awareness raising, as well as social activities for adolescent girls. The next SN includes a focus on social cohesion activities and preventing violent extremism

Recommendation: To work on a policy level to push for legislation to enable Syrian women to become members of income generating models such as cooperative associations and charities (High priority).
Management Response: This is a very valid recommendation that emphasis on women’s engagement in public spaces, however this is restricted to many elements and political intention. The current situation of encouraging Syrians engagement in the Jordanian labor market can be a good access point for legislative reform for Syrian’s engagement in COOPs as an example. However this is a long term process.

UN Women to explore and assess the environment to work on legislative reform to engage Syrian women to become members of income generating models Ana Lukatela 2018/12 Completed The comment we provided was that this is a very politically sensitive issue and this continues to be so. However we continue to find opportunities to do advocacy work on this issue and have written it into our new WEE proposals to SIDA and Italy. The final Jordan Partnerships Paper to Brussels included language on this that was promoted and championed by UN Women.
Recommendation: As well as building the awareness and capacities of beneficiaries, future programming may benefit from incorporating income-generating interventions that address the priority needs of Syrian refugee and vulnerable Jordanian women (High priority).
Management Response: UN Women ensured WEE interventions since 2014 and will continue the focus on WEE via different approaches including income generating activities. This is included in SN 2018 – 2022 as well as all developed proposals for 2017 and beyond.

Management Response: This project did not aim to enhance women business skills and focused on food security. Nevertheless, all UN Women WEE interventions adopts a holistic approach when it comes to income generating activities, including market analysis, and full training and capacity building process for women that helps them rum their businesses and income generation initiatives.

Recommendation: Rather than implementing projects through INGOs, a more cost effective alternative for UN Women could be to work directly with civil society organizations such as AWO. While such partnerships would require greater effort from UN Women to focus on strengthening the capacities of civil society organizations, it would also ensure a more sustained impact in its future programming. In Jordan, there have also been successful experiences of UN organizations working with civil society organizations through the Ministry of Agriculture, which has reduced costs to these UN Agencies. This option has worked with the ILO, for example, especially on projects that have focused on targeting women. It is therefore recommended the UN Women consider working with civil society organizations through the Ministry of Agriculture on activities related to agriculture and food security (Medium priority).
Management Response: UN Women emphasizes on the importance of a cost-effective approach and adopting solutions that have a greater impact in relation to the value of money invested in the projects. UN Women also has a mandate to build local capacities and ensure women and local communities empowerment.

Ensure rural women are included in the draft strategy on leadership and participation being developed by JCO Ana Lukatela Marta Garbarino 2018/12 Completed UN Women held consultations with women in governorates in January 2018 and in April 2018 to discuss key issues on women’s civic participation in rural areas and on service delivery in rural areas. Based on this UN Women has now partnered with IRCKHF on a pilot to support women in Tafileh governorate to express their needs to the new municipal council and be involved in the local planning process. JCO is now also exploring partnering with ACTED to build capacity of women at local level across Jordan to engage in civic participation under the new conditions created by the decentralization law.
