The CO fully recognizes the high-value of this evaluation. On one side, it has confirmed the impact of its activities over the past years on WLPP while at the same time identifying a number of extremely useful recommendations, which have been mainstreamed into the new project proposals on this topic.

Recommendation: Evaluation Recommendation or Issue 1: Continued support to WLPP is recommended subject to funding availability through the design of a new programme based on lessons learnt for at least another cycle of elections (local elections 2019 and national elections 2021) to maintain momentum of achieved results at legal, institutional, capacity and advocacy level and bring them to a higher level.
Management Response: The CO fully endorses this recommendation. A full fledged proposal has been formulated incorporating most of the recommendations from this evaluation. An additional proposal is being developed specifically for the support to the CEC.

Fundraising for the new Prodoc, Representative 2019/06 Overdue-Initiated The CO has not secured resources for a new WLPP program yet. In view of the challenges to mobilize resources for this area of work, a specific proposal for the support to the CEC has not been formulated at this stage.
Recommendation: Evaluation Recommendation or Issue 2.1: In the design of the new WLPP programme, UN Women CO Albania should aim a more focused intervention on fewer stakeholders at central and local level and its scope should be narrower.
Management Response: The CO partially endorses this recommendation. Identification of partners and definition of interventions will be carried out in the light of the continuous evolving political context in Albania.

Working with partners that proved reliable and effective in WLPP will ensure continuity of cooperation, consolidation of results, efficiency in use of resources and geographical coverage.
