This management response was prepared by UN Women Rwanda and the Ministry of Gender and Family Promotion (co-leads for the JP on Gender), ONE UN (UN Women (lead), and approved by the members of Steering committee, including the National Gender Machinery institutions (the Ministry of Gender and Family Promotion, the National Women’s council, Rwanda Women Parliamentarians Forum and the Gender Monitoring Office), the Participating UN Agencies, (UNDP, UNFPA, UNHCR, UNICEF, IOM, OHCHR) during the steering committee meeting of March 2023. Through the aforementioned Steering Committee meeting, all the recommendations were adopted and fully accepted. However, some were based on technical errors which have been corrected immediately after their initial realization; and others were linked to a new possible phase of the programme and couldn’t be implemented. Some of them were implemented in the remained period and others have been reflected in the ongoing implementation of the AWP 2024.

They are as well reflected in the AWP 2023-2024 for continuity, as follows: •Conduct Gender Accountability Days and different community dialogues •Organize series of workshops/trainings/mentorship programme in transformational leadership for women wing leaders, young women and girls fresh graduate, youth. •Conduct awareness campaigns on GEWE, GBV…in refugee settings, for teen mothers, for women cross boarder traders.
Recommendation: Promote men engage at all ages: starting at family and school levels upward. The recently developed men engage strategy should be widely disseminated, and existing structures in the community reinforced.

Operationalize the National Gender and Family Cluster (NGFC) One UN and NGM institutions 2024/06 Initiated It was realized that although NGFC and its sub-clusters were established, the NGFC is not fully functioning mostly because of financial shortage. The subclusters are fully functioning. As an influential and coordinating organ, NGFC needs to be strengthened in financial and human resources because its success would contribute to the success of JP. The Ministry of Gender and Family Promotion is organizing the NGFC meeting for early quarter one of 2024.
Recommendation: There is need to continue to conduct RBM, GRB and GEPMI trainings to IPs. There is also need to continue to assess the impact of the GRB and GEPMI training in the district development plans.

Conduct GRB and GEPMI Trainings and assess the impact of the GRB and GEPMI training in the districts development (DDP). One UN and NGM institutions 2024/06 Initiated The training on GEPMI is planned under a TBM budget. The assessment of its impact in the DDP is planned and will be done through the final evaluation of the JP on Gender which is ongoing. Furthermore, Gender is mainstreamed in the accountability mechanism “Imihigo”, a performance contract for districts based on their annual work plans. The districts will report against, and be rated on their progress in terms of gender equality.
Recommendation: Strengthen accountability and oversight mechanisms on GEWE across sectors (Sexual and Gender Based Violence (SGBV) accountability clinics, Gender Accountability Days (GAD), conferences and capacity building of the media, upgrade of Gender Management Information System (GMIS), and Gender Profiles developed, document and scale up strategies and practices that have shown success during the implementation of the JP.

Strengthen existing accountability mechanisms (SGBV accountability clinics, GAD, conference and media engagement, upgrade of GMIS, and gender profiles developed) One UN and NGM institutions 2024/06 Initiated Achievements were reported on in 2022-2023: GAD and SGBV clinics were conducted; we provided support to GMIS and the mechanisms are considered in the AWP 2023-2024. Recommendation: The living conditions of women and men are changing positively through attitudes toward women’s capacity in leadership, awareness of Gender Equality and women’s right to equal participation in decision making, participation and benefit from democratic and development process, capacity and skills to prevent and respond to and report SGBV; and women ‘s entrepreneurial skills were enhanced; their access to finance and markets to leverage business opportunities increased. Scale up of the above interventions and engage local government and other key actors to sustain achieved results.
