The evaluation covered the actual implementation period of the JP on SGBV/HTPs, Jan 2017–March 2020. The project evaluation for the Government of Liberia/Un Joint Programme against sexual and Gender-based Violence and Harmful Traditional Practices in Liberia main purpose was to examined the extent to which the JP on SGBV/HTPs addressed the gaps in addressing gender inequalities, SGBV and HTPs in Liberia. The recommendations from the evaluation were submitted with the responses on the key recommendations for actions with timeframe and party responsible for implementation. The recommendations highlighted the designed, relevance, efficiency, effectiveness, sustainability gender equality (GE)/human rights (HR) and innovation of the project. The evaluation will informed the implementation of phase II of the Pro-Poor Agenda for Prosperity and Development, strategic documents such as the new Liberia UN Partnership Framework (LUNPAF) and future programming of participating UN agencies, including the European Union (EU)/UN Spotlight Initiative to End Violence Against Women and Girls. The overall score of the evaluation indicates that the programme performed well but some changes were required. Despite the multitude of gaps and deficiencies, limited resources, available, challenges in monitoring and lack of coordination mechanisms in districts and communities, the JP on SGBV/HTPs managed to achieve some good results, which serve as a solid base in the fight against SGBV in Liberia.

Recommendation: DESIGN: 1.1 ET acknowledged that code of conduct was signed by the implementing partners and urgently recommends monitoring the respect of these signed code of conduct and take appropriate actions to mitigate this alarming issue.
Management Response: Follow-up has been made on the issue reported and feedback provided. UN women is working with the Ministry of Gender Children and Social protection MoGCSP and other pillar leads to ensure that code of ethics is adhered to by all service providers.
Description: This is recommended as the Evaluation Team (ET) observed and reported isolated cases in which a few social workers and GBV Taskforce members had alarming behavior making light jokes of SGBV issues, especially rape which they perceive as a common occurrence in communities. It is recommended that the signed Code Of Conduct should be followed and monitored.

Review all ongoing interventions addressing GE/SGBV/HTPs in Liberia as well as the ones covering access to health and justice services for survivors in order to ensure that there is an appropriate M&E plan and enough budget allocated to its implementation.

Recommendation: Effectiveness: 4.4 There is a linkage between support to survivor and Women’s Economic Empowerment in the communities most affected by SGBV / Rape and FGM. There is a need to sustain the support provided to survivors, so they do not depend on perpetrators and might compromise the cases (Because they return to live with them in the same house or in the community). Initiate WEE interventions with SGBV survivors’ families in pilot communities within the most affected counties. There is also a need to develop specific entrepreneurial programmes targeting zoes and traditional practitioners of female FGM to support them finding and developing alternative livelihoods. 4.5 Regarding the rise of SGBV / Rape / FGM survivors in Liberia, ensure there are at least 2 refurbished and functional Safe Homes and shelters in each county. In addition, foster care service should be made available for survivors who cannot return home to reside (with foster families). This could begin with identification and training of families who will serve as state-certified care givers. Involvement of peace hut women and networking is critical. 4.6 Ensure that at least 2 well-equipped One Stop Centers in every county with health care personnel trained to take care of SGBV survivors. In remote communities where SGBV victims / survivors could not reach an OSC within the required 72h, there is a need to establish health structures or strengthen the existing ones with trained health workers in gathering evidence and necessary equipment. Appoint also a legal officer to liaise between court and One Stop Center to fast-track cases

Resource Mobilization for establishing two more One Stop Centers in two other counties UNFPA Ministry of Health MOGCSP Donor 2021/06 Completed There are currently 12 OSCs in 7 Counties. 5 in Montserrado, 2 in Bong and 1 each in Bomi, Gd. Gedeh, River Gee, Margibi and Gd. Bassa Counties. The SGBV Road map also provided for the establishment of OSCs in the remaining counties before expanding 2 per those counties. This will be heavily reliant resources mobilized over the period.
