UN Women Timor-Leste welcomes the evaluation findings and recommendations related to Its WPS Programming and the WPS Project supporting Timor-Leste's first NAP 1325. The recommendations highlighted the importance of UN Women's long-established partnerships with institutional partners, the strong civil society and government coherence that marked the initiative and the many ways in which the Project contributed to sustainability of the WPS Agenda, as illustrated by Government funding and commitment to develop a second NAP 1325. The Evaluation also importantly noted the opportunities for expanding the reach of conflict resolution and leadership work within institutions and at the community level and the need for UN Women to continue its technical and financial support for the WPS Agenda, while leveraging the thematic connections between EVAWG and WPS and normative connections between UNSCR 1325 and CEDAW. These findings have informed the Timor-Leste CO's Strategic Note 2021-2025 and will be used to guide its ongoing work on WPS in Timor-Leste.

Recommendation: Continue the essential collaboration with MOI, via DNPCC and the NAP Secretariat by providing technical and capacity development to strengthen MoI and line ministry capacities in Transformative Leadership, results-based planning and GRB, Monitoring and Evaluation, with a focus on new personnel and focal points as the second NAP is developed.

Explore establishment of a mediation course at the national university as part of UNW's partnership with UNTL WPS Team/ Head of Office 2022/12 No Longer Applicable In 2022-2023, the Government of Timor-Leste, with support of UN Women, is working on the establishment of National Mediation Network connecting key actors in the area of ADR in Timor-Leste. The plan for creating a mediation course at the university should be discussed after the National Mediation Network is established with guide and manuals.
Recommendation: Strengthen the leadership of the Ministry of Interior (MoI) over the NAP 1325 as a national multi-stakeholder effort by supporting expanded involvement of government agencies, such as Centro Nasional Chega! (CNC) and SEII for inter-sectoral gender mainstreaming. This can make the NAP 1325 recognized as a ‘whole-of-government’ responsibility, with a wider range of development partners, can elevate the NAP 1325 at the highest level of government.
