The final evaluation of the UN Joint Programme (JP) “Transforming Social Protection for Persons with Disabilities in Georgia” was conducted in May – June 2022. The JP was generously funded by the Joint SDG Fund and implemented by UNICEF, UNFPA, OHCHR, UN Women, WHO and UNDP in 2020-2022. The final evaluation provides analysis of the relevance of the JP implementation strategy and approaches; reviews the relevance of the logical framework and respective monitoring and evaluation plan of the project; assesses effectiveness and organizational efficiency in progressing towards the achievement of the JP’s targets and assesses the sustainability of the results. The evaluation documents lessons learned, best practices, success stories and challenges informing future work of UN Women in the area of ending violence against women and domestic violence. UN Women welcomes the evaluation report, its findings and recommendations. Among recommendations put forward by the report, only one recommendation was issued to UN Women.

Recommendation: Support OPDs advocacy work and their effective participation in decision making. This recommendation applies to OHCHR, UNDP, UN Women, UNICEF, UNFPA • Promote PwD participation in the Consultation Council of the Inter-agency CRPD Implementation Mechanism, in PwD Coordination Council at MoH, MIA and others created during the programme implementation period in order to ensure these mechanisms are functional and effective. • Provide technical assistance and expert support to PwDs requiring means for effective participation at the above mentioned consultation councils. • Support networks of PwDs working on joint advocacy processes

UN Women will continue supporting civil society organizations, with focus on organizations led by women with disabilities to strengthen capacities in lobbying, advocacy, and monitoring and to engage in decision making processes UN Women 2023/12 Completed UN Women Georgia CO has secured funding from the government of Switzerland through Women's Increased Leadership for Democracy programme and from the government of Sweden through UN Joint Programme for Gender Equality. These cost-share projects provide the CO with sufficient resources to continue support to women's CSOs, particularly those working on or led by women with disabilities. The engagement with these CSOs will be focused on strengthening of their capacities in lobbying, advocacy, and monitoring and also to engage in decision-making processes.
