The four recommendations of the evaluation report are based on the understanding that the Project is ending without its subsequent phase. Hence, the recommendations are directed more generally to UN Women and UNFPA in Georgia that will continue key programming through other projects and avenues. However, each recommendation has a subset of suggestions that relate to specific Project activities. These suggestions were made by evaluators for consideration only, but UN Women team has translated them into specific management response activities. Out of the received four recommendations – three have been fully accepted, while only one was partially accepted by UN Women Georgia CO.

Recommendation: Ensure all future project design includes outcomes, outputs and activities that specifically advance GEWE for women and girls with disabilities.
Management Response: Partially accepted: UN Women will focus more on the inclusion of women and girls with disabilities where possible into the design of the subsequent projects at all levels of the logical framework. However, since the project proposals are often shaped in partnership with donors or as a response to specific calls for proposals it is not realistic to commit that all future project designs include outcomes, outputs and activities that specifically advance GEWE for women and girls with disabilities.

1.1. If the CO is successful in this tender it will have more resources to work on the issue in a systemic manner.
Recommendation: Ensure that critical project target groups and subject areas are addressed in other programs.
Management Response: Accepted: This approach has been already incorporated by UN Women in the design of its new EU-funded projects Gender Equality for Georgia and EU for Georgia Phase II.

2.1. Ensure that the results of the GEOSTAT survey and Supreme Court research are shared publicly and are easily accessible UN Women GEO CO 2026/12 Not Initiated Both study reports have been uploaded to UN Women’s website. The GEOSTAT study has been presented to key stakeholders and findings publicized in media. Few thematic reports will be developed based on the study findings and shared with stakeholders and society at large. UN Women will also use findings in its project design and development of awareness-raising interventions.
2.2. Strengthen the partnership with the Girl Scouts and other similar partners as a means of continuing to reach underserved regions such as Guria UN Women GEO CO 2027/12 Initiated Partnership with the Girl Scouts organization will be expanded to Samtskhe Javakheti and Kvemo Kartli regions of Georgia that are densely populated by ethnic minorities. In addition, the project will be replicated in Armenia and Azerbaijan. UN Women will also explore opportunities for further replication of the methodology in other regions of Georgia depending on funding.
2.3. UN Women and UNFPA should adopt the ‘holistic’ approach to interventions across their portfolios and continue to identify ways to engage specific regions in cross-cutting programming, including continuing to support ethnic minorities in Kvemo Kartli. UN Women GEO CO 2023/12 Completed UN Women uses the holistic approach as a standard programming principle in all its EVAWG projects and will continue doing so. Funding has been obtained from EU to expand one of the project interventions Voices against Violence to Kvemo Kartli.
Recommendation: UN Women and UNFPA must ensure the safety of beneficiaries engaging in online and other public fora

3.1. Management Response: Accepted: To ensure sustainability of results, UN Women seeks to anchor project results in relevant laws, policies and budgets. It further ensures human capacity development interventions are systematized and institutionalized.

4.1. Continue to focus on the Ministry of Education, especially with respect to ensuring that a gender lens is applied across Ministry training and curriculum UN Women GEO CO 2027/12 Initiated UN Women is already providing support to the Ministry of Education, especially in ensuring gender mainstreaming in general education curricula and training of professionals including school principals, teachers and resource officers
4.2. Continue to work with the State Care Agency on the plan to outsource the management of shelters to the civil society with public resources UN Women GEO CO 2027/12 Initiated UN Women will continue to work with the State Care Agency on planning and execution of the transition shelters to the civil society. At the same time, UN Women will support capacity development of CSO service providers for them to be ready of this transition.
4.3. Continue to work with the Ministry of Internal Affairs to find creative means of engaging police in domestic violence matters UN Women GEO CO 2026/12 Initiated UN Women is partnering with the Ministry of Internal Affairs around combatting violence against women and domestic violence for over a decade in a systemic manner. This work is embedded in all cost-share projects of EVAW portfolio and will remain as a priority. In the coming years, UN Women intends to again review and revise the curriculum of Police Academy to make sure gender equality, violence against women and domestic violence topics are embedded in the curriculum of future police officers as well as in on the job training programmes.
4.4. Continue to advocate at the highest levels for a strong and sustainable civil society for gender equality and women’s empowerment and human rights UN Women GEO CO 2027/12 Initiated UN Women will continue to advocate at the highest levels for a strong and sustainable civil society for gender equality and women’s empowerment and human rights. For this purpose, the CSO capacity in service delivery around VAW/DV, as well as their management and operational capacities will be strengthened. In addition, dialogue mechanisms between rights-holders and duty bearers will be put in place.
