The management response to the final evaluation of the ‘‘Enhancing Gender-Responsive Security Operations and Community Dialogue Project (2020-2021)’’ is based on the evaluators’ conclusions and recommendations highlighted in the evaluation report. They were validated by key stakeholders in an exit workshop carried out at the end of the field mission and also through the review of the evaluation report. The Country Office will build on the evaluation findings and recommendations for future security related WPS projects in Nigeria. All recommendations have been accepted and a related plan for their implementation is reflected in this management response.

Recommendation: There is a need for the project team to adopt a long-term approach in project design for project targeting policy development. This is necessary in order to have more time for the development of the policies and monitoring of the implementation of the policies. This case applies to the AFN and NSCDC gender policies which was developed by SSRP project during the life of the SRRP but there was no opportunity to monitor the implementation as the project ended after the development of the policies.
Management Response: The CO agrees with the recommendation to consider adopting a long-term approach in project design for project targeting policy development. It should, however, be noted that the interventions covered by under the project in reference, are designed as integral part of the CO’s Women, Peace and Security Programme, and will be continued beyond the end of the donor funding to this project under the second phase of the same project/donor funding or through resources mobilized for the WPS programme. For instance, under the second phase of the project, the CO will support the implementation and monitoring of the gender policies of AFN, NSCDC and Nigeria Police Force, developed under the first phase. This is planned to be supported for another two years (2022 -2024).

Management Response: The CO has accepted the recommendation to consider continuous capacity building for target security sector institutions, CSP, MOT and WLOs, based on capacity gaps and needs, particularly in the areas of enhancing gender responsiveness and the implementation of the provisions of UNSCR 1325, at all levels. Moreover, capacity building is one of the main strategies to be sustained under the SSRP (Phase II).

This becomes more critical in Borno state where the state government has relocated all the IDP back to their various LGAs. It will also provide an opportunity for the project team to support and monitor the implementation of the gender policies of the security institutions developed under the project.
