UN Women Tanzania overall welcomes the findings of the Country Portfolio Evaluation Report 2022. The overall objective of the Country Portfolio Evaluation (CPE) was meant to be formative for the CO’s and national stakeholders’ strategic learning and decision-making including for the design of the new SN, but also summative to support enhanced accountability for development effectiveness. The Evaluation recognizes that the UN Women CO has positioned itself well in successfully coordinating the UN family, Government, and CSOs around the issue of GEWE and women’s rights. In addition, the Evaluation distinguishes that UN Women has provided a combination of policy support, assistance to CSOs, hands-on support to women in the field, and collection of data on GEWE. UN Women has positioned itself strategically to address women’s leadership and political participation, women’s economic empowerment (WEE), and provide a strategic position in violence against women (VAW). Apart from directly working on GEWE-related issues, underlying causes of gender inequality and poverty are implicitly addressed with the programme implementation. The scope was the entirety of the UN Women's portfolio. The Evaluation found out the relevance of UN Women’s work towards the target groups and their needs was excellent. UN Women is seen as a key partner on GEWE with a high level of credibility. Adequate mapping ensured the most vulnerable groups of women had been reached in all outcome areas. The work with Government in both Mainland Tanzania and Zanzibar was relevant to both the needs of the Government and the women themselves. The recommendations from the evaluation covered six main areas: three cover UN Women’s strategic priorities in advancing GEWE, partnerships, evidence on knowledge management, and a specific one on Women’s Economic Empowerment. The CO will build on the CPE findings and recommendations for the future program cycle, including the new SN 2023-2027, and will ensure the next annual plans and related implementation are aligned to the Covid-19 crisis and post-crisis realities. All recommendations from the CPE were accepted and a related plan for their implementation is reflected in this management response.

Recommendation: UN Women can strengthen its portfolio by ensuring it is more integrated and holistic, targets more strategic interventions with the potential to contribute to more transformative outcomes and works with partners more consistently over a longer period. It should also consider increasing its focus on empowering the most marginalized and vulnerable minority groups and mainstreaming this across its portfolio.
Management Response: UN Women agrees with the recommendation. Specific measures have been taken to overcome identified challenges, one being the area-based approach in implementing integrated and holistic interventions that address the root/underlying causes of gender inequality and disempowerment of women and girls, especially at the community and local levels as well as incorporating the principle of Leaving No One Behind (LNOB) in interventions to ensure UN Women is reaching the most marginalized in the community. Such strategies and systems are further elaborated and strengthened in the new SN.

Management Response: UN Women agrees with the recommendation. The new SN of the CO is designed to drive strategic interventions and partnerships for transformational GEWE work at community and local government. The recommendation is reflected and has been included in the ToC of the new SN. The CO will capacitate CBOs to address social norms and cultural beliefs in a more systematic way, including working with Local Government Authorities on GEWE advancement.
