UN Women agrees with the recommendations from this evaluation and plans to take forward these in its work on VAW data and fundraising efforts. The current work is now being implemented as part of UN Women’s programming in close collaboration with WHO as well as with other UN partners, rather than as a Joint Programme, given no donor has committed (yet) to fund the joint programme modality.

Recommendation: To build on the success of increasing the availability of quality VAW prevalence data, continue to update the VAW prevalence estimates on a regular basis, advance the development of agreed-on methodologies and measures for the prevalence of different forms of VAW and in areas to address data gaps, including among marginalized groups to further expand the contribution on Leaving No One Behind.

Contribute to the update of the VAW prevalence estimates (intimate partner violence and non-partner sexual violence) for SDG target 5.2.1 and 5.2.2 indicators, led by WHO. EVAW Section 2025/11 Initiated UN Women has been contributing with data and sources for the update of the prevalence estimates. UN Women has also contributed to methodological discussions and outcomes on measurement of non-partner sexual violence where standards and international comparability are more challenging.
Lead the development of global standards for the measurement of technology-facilitated violence against women. EVAW Section 2026/11 Initiated UN Women has advocated for the measurement of technology-facilitated violence against women (TF VAW) to be recognized as a necessary action in normative processes. The UN Statistical Commission in 2024 called UN Women, UNFPA and WHO to lead the development of a statistical framework for the measurement of TF VAW. UN Women initiated work towards this by convening an expert group meeting that proposed a definition; convening NSOs and other data producers in different regions on the matter, and the implementation of national and multi-country studies. This work will require additional funding for convening and consulting with experts, and pilot test the proposed framework.
Establish a series of policy papers on the measurement of violence against women and leaving no one behind. EVAW Section 2024/12 Initiated The paper on the measurement of violence based on SOGIESC is almost final and the plan is to have papers at least on 2 other subject matters: violence against rural women and violence against migrant women, subject to funding availability.
Recommendation: Expand the work on administrative VAW data in select countries with a focus on including CSOs, and support this work by strengthening M&E capacity for administrative data in countries.

Pilot the VAW administrative data guidance in at least 10 countries across different regions. EVAW Section 2026/10 Initiated This activity is subject to funding availability. Recommendation: Provide support to the regional training partnerships to address current funding gaps and develop an exit strategy to ensure the sustainability of the VAW prevalence data course, and add a similar, dedicated course for the M&E of administrative VAW for each region.

Preserve the distinct work and identity of the Joint Programme, understanding that VAW data is part of the gender statistics ecosystem (Including Women Count), and also part of the EVAW ecosystem, as it is unique in its requirements for data production, dissemination, and use.
