Recommendation: Intensify advocacy towards government institutions (including the Department of Justice or DOJ, Police, and the Local Government Units or LGUs) for the operationalization and enforcement of the Magna Carta of Women (MCW) or Republic Act 9710, with the following key elements: Information campaign at national and local levels; improved capacities for monitoring and reporting; and governance mechanisms and processes for women?s participation. Build on the constituency of the MCW among legislative committees, women NGOs, government agencies, and local government units and communities in advocating for the WPLA and other laws that need to be harmonized with MCW.

It should formulate a comprehensive framework for monitoring the implementation of the MCW, identifying support and other requirements. These tasks should be conducted with the strategic intent of scaling up the initiatives.

The GMC suggests that the results on the local/sectoral application of CEDAW should not just be scaled up but further deepened to recognize and reflect the intersectionality of the multiple layers of identities and state of marginalization so they can be addressed programmatically, even if this focuses only on a single aspect of the women?s experience. i.e. being Muslim or IP or a rural fisherwoman / farmer
