The “Gender Responsive Recovery for Sustainable Peace” (GRRSP) project was jointly implemented by UN Women Nepal Country Office, FAO and ILO (led by UN Women). The overall experience of the entities suggests that well-designed and well-coordinated joint efforts do contribute to supporting the recovery of conflict affected women and girls. The evaluation confirms that better results can be achieved when participating organizations work jointly on areas that no single agency can carry out on its own - as working in post conflict contexts is complex and a multidimensional development challenge. UN Women will take forward the recommendations from the evaluation in improving its future projects by advocating for continuing support to conflict affected women and girls, better coordination for NAP on UNSRC 1325 and 1820 implementation and the replication of the joint programme approach with longer project duration. UN Women will further share the lessons learnt with different stakeholders (government, development and CSOs) and discuss how the findings/recommendations can influence current and future efforts in this area of work.

UN Women will explore the possibility of continuing support to conflict affected women through its advocacy with different line Ministries (Ministry of Peace and Reconstruction (MoPR)/Ministry of Women, Children and Social Welfare (MoWCSW)/Ministry of Agriculture (MoA), Ministry of Labour and Employment (MOLE), Ministry of Federal Affairs and Local Development (MoFALD) Peace and Security Unit 2016/12 Completed UN Women Strategic Note 2018-2022 has made a strategic decision to integrate the women, peace and security (WPS) agenda under the Inclusive Governance and Access to Justice portfolio to address issues of prevention and non-repetition of conflict related human rights violations, including conflict related sexual violence (CRSV). Support to NAP Phase II has been prioritized in the Annual Work Plan 2018 which addresses the issues of conflict affected women. Further, the United Nations Development Assistant Framework (2018-2022) incorporates “conflict victim responsive transitional justice mechanisms are fully operational” in the outcome theory of change of outcome area 4 (governance, rule of law and human rights)
Recommendation: In order to achieve a tangible and sustainable impact, such projects should have a longer duration considering the project preparation period.

UN Women will advocate for a longer project period with relevant mechanisms- WPS Project Steering Committee United Nation Peace Fund Nepal (UNPFN) /Peace Support Working Group (PSWG)/United Nation Development Assistance Framework (UNDAF) Outcome Steering Group (OSG) 8 and 9. The Steering Committee members requested development partners to consider this recommendation during the design of their future projects.
Recommendation: The multi-stakeholder approach (UN, CSO and local bodies) of specialised agencies, working in synergy enhanced outcomes, which was one of the best features of the GRRSP project. Therefore, it is recommended that this joint project approach be adopted in future and replicated in other areas

Recommendation: Coordination of multiple stakeholders can be a major challenge, due to frequent changes of government staff, resulting in a delay of understanding of the programmes and the project itself. In future, coordination mechanisms should be established and strengthened at the district level to inform government staff about the project as soon as they assume office and engages them in all stages of project implementation.

UN Women will raise the issue for better coordination for NAP implementation with MoPR and the Project Steering Committee (PSC) and suggest the need for an induction program at the district level for officials when they are transferred. GNP/WEE/Peace and Security Units 2015/12 Completed UN Women has raised the recommendation and the key actions in the WPS Project Steering Committee (PSC) meeting held on 14 August 2015 and 30 March 2016 at the Ministry of Peace and Reconstruction (MOPR) and also in the Gender Responsive Budget Committee (GRBC) meetings held at the Ministry of Finance (MOF).
Recommendation: There may have been fewer concerns over the definition of CAW if this had been displayed in the project partner organisations and VDC offices from the initial stage. The definition and selection process of the beneficiaries should be clearly stated at the initial stage of the project.

Government of Nepal has defined conflict affected women in the National Action Plan (NAP) on UNSCRs 1325 and 1820. UN Women will raise the need for using NAP definition consistently in the UNDAF Outcome 8 and 9 meetings. Peace and Security Unit 2016/06 Completed UN Women raised the need for using the NAP definition consistently in the Outcome Steering Group (OSG) meeting of UNDAF 8 and 9 chaired by Ministry of Peace and Reconstruction in the meeting of April 2016. It was agreed among all OSG members to use NAP definition for conflict affected women.
