UN Women Nepal Country Office welcomes the final evaluation’s overall findings. The evaluation report highlights that the “Strengthening Implementation of Women, Peace and Security Agenda in Nepal” (SIWPSAN) project has been well-conceptualized, successfully completed and results against its outputs are satisfactory. Overall, the final evaluation indicates that the project has achieved all planned results. The findings and recommendations of the evaluation have been taken into the consideration in Strategic Note 2014-2017 and NCO plans to integrate the recommendations in the design of the upcoming strategic note for the period of 2018-2021. The recommendations will guide the development and implementation of the National Plan of Action (NAP) Phase II on UNSCRs 1325 and 1820 and UN Women programmes in Nepal.

Implement the IDPG GESI framework in all stages of programme design, implementation, monitoring and evaluation to ensure inclusion of different beneficiaries. Programme Units 2018/12 Completed IDPG GESI work plan for 2019 included updating of the GESI Framework to the new federal context. This updating is ongoing and is anticipated to be finalised by end of Q2 2020. The new set of the Framework will be disseminated once finalised. The conceptual definitions provided in the Common GESI continue to be used in all stages of design, implementation and monitoring. Additionally, NCO has taken further steps to reach excluded groups across all areas of its work including through strengthened partnerships with ‘by and for’ organisations including those working on the rights of persons with disabilities and sexual and gender minorities. NCO has initiated a possible collaboration with the Finnish Disability Foundation Abilis to strengthen NCO’s own capacities on disability inclusion and mainstreaming.
Recommendation: Keep the project flexible to adjust the left out genuine target persons in all future projects including NAP Phase II.

Engage Conflict Victims Common Platform (including women ex-combatants, wives of disappeared), CRSV survivors, women’s groups (1325 action group) in the design of NAP Phase II on UNSCRs 1325 and 1820 in collaboration with MOPR. Consider increasing hours for entrepreneurship development trainings where relevant during project implementation in consultation with beneficiaries. Advocate with partners to ensure remoteness is considered as a criterion for selection of project locations. Programme Units 2018/12 Completed The IDPG GESI Framework launched in March 2017 has incorporated geographical remoteness as one of the criteria for defining exclusion. During the sharing of evaluation dissemination workshop held 5th May 2017, UN Women reiterated to all the partners the need to develop the criteria for the selection of project locations (with a priority focus on remoteness). Further, UN Women is drafting the Diversity Strategy for the period of 2018-2022 and the Implementation Action Plan 2018/19. The diversity action plan will unpack the criteria for the selection of beneficiaries and of project locations (with priority focus on remoteness). UN Women will continue to advocate with partners to ensure that remoteness is considered as criterion in the selection of project locations. This will be done during project initiation meetings with all new partners.

Continue to implement the NCO He and She Campaign to engage both men and women in programming. Women, Peace and Security & Humanitarian (WPSH) Unit 2018/12 Completed UN Women Strategic Note 2018-2022 emphasises on strengthening its partnership to build a consultative platform for advancing strategic dialogues, including on social norm change, engagement of men, boys and youth and taking forward the Planet 50:50 Nepal campaign. In order to do so, UN Women will concentrate its efforts on partnerships with the Civil Society Advisory Group, male leaders’ network, MenEngage Alliance and interfaith networks.
